General Milley Has No Idea Why Recruitment Is Down

I guess it takes more than 4 Stars for ‘them’ to figure out why ‘they’ aren’t achieving ‘their’ staffing goals, right General Karen?  Must be above ‘their’ paygrade, do ya think?
